Requirements vary by destination, shipment type, carrier and entry method. There is no single global rule. But the US de minimis rollback and the EU changes that took effect July 1, 2026 mean missing HS codes and country of origin data now cause delays, unexpected duties, or returned parcels on far more shipments than they did a year ago.
